FOREWORD

The purpose of this Specification is to ensure that the ITU-T (formerly CCITT) Recommendations for overall performance are satisfied when products designed for analogue line connection are connected to the Telecom network. This Specification covers the minimum technical requirements for the grant of Telepermits for such connection.

This Specification also covers a broad range of recommended parameters to assist those manufacturers who wish to exceed the stated minimum requirements. This Specification makes a clear distinction between these "mandatory" and "voluntary" performance requirements.

The coverage of this Specification includes the full range of analogue connected products from basic telephones, facsimile machines, etc., to high value specialised devices, such as video phones, computer peripherals, etc.

Requirements for more complex equipment having analogue connections, such as larger PABX's, multiplexers, etc, together with digital (ISDN) devices are all covered in separate related specifications.

Several Specifications (PTC 202, 211, 212, etc), each specifying the Telepermit requirements for specific types of product, were published in the period 1988-1990 to coincide with the deregulation of customer premises equipment. Since then, changes in both international standards and the Telecom PSTN have taken place and there have been significant advances in technology. Also, there have been many changes in terminal equipment design and capabilities over the same period with a tendency for earlier single purpose products to be replaced by integrated or multi-purpose products.

These changes have occurred gradually and they now justify a complete review of the original PTC Specification content and format.

The approach in the earlier publications meant that there were many common issues repeated in several Specifications which are now better presented in one place. Therefore it has been decided to incorporate most technical requirements for analogue connection into a single document, namely this Specification, which has been retitled PTC 200. It consists basically of PTC 202 (which was to have been re-published as Issue 2), with PTC 211, PTC 212, and other previously published "Provisional Requirements" added. Specifications PTC 202, 211, 212, etc, are not being retained.

In addition, product types that were to have been covered by the proposed Specifications PTC 206, 208, 210, will now be assessed by compliance tests to the relevant clauses of this Specification.

The most significant technical changes incorporated in this Specification concern telephony products. These requirements were published in the draft PTC 202, Issue 2, released for public comment in December 1994. The loudness rating requirements call for 'quieter' performance in the send direction, and restrictions are placed on the the degree of 'regulation' permitted. This reflects the preference Telecom now has for non-regulated telephones due to the increasing use of constant current line feeds in the order of 20 to 25 mA. Some additional tests are called for to check this new requirement. Although most types of analogue CPE are covered, telephony requirements are still most significant in network design because of the wide range of closely related transmission and signalling parameters which are involved. This Specification includes the definition of requirements which ensure a reasonable expectation that telephony devices will work properly in virtually all direct exchange line conditions likely to be encountered in the Telecom PSTN. Non-voice devices work satisfactorily over most analogue connections, but Telecom cannot guarantee operation over lines where voice communication is near its limit but still satisfactory.

This Specification includes provisions for key aspects only to be tested. Other aspects affecting performance indirectly or in only a few network situations are not a part of the formal test requirement for the grant of a Telepermit. Nevertheless, for reliable operation under all circumstances, these additional aspects need to be complied with.

The Telepermit system requires that suppliers accept responsibility for the quality and reliability of their products. The granting of a Telepermit is not an acceptance of such responsibilities by Telecom, nor is it an endorsement of that product by Telecom. It is simply a public statement that the product concerned may be lawfully connected to the Telecom network. Under New Zealand consumer legislation, suppliers have legal responsibilities to ensure that their products are suitable for their intended purpose. As such, they are responsible for ensuring that any conditions relating to the grant of a Telepermit are made known to their customers.
