INTRODUCTION

As this is very much a "one topic" Newsletter, intended for a specialised group of suppliers, I have not attempted to define the technical terms used. This Newsletter outlines an invitation from Telecom for suppliers to submit suitable products to assist us with our investigations into Telepermitting arrangements. This is very much an interim move, pending the availability of internationally-recognised specifications, test suites, and accredited inter-operability testing laboratories.

Longer term, we expect to be able rely much more on overseas-prepared inter-operability test reports, as we currently do for electrical safety testing. This should minimise any needs for local confirmatory testing, which can then be restricted to any issues which are specific to the New Zealand operating environment.

Please note that this invitation is not directly related to our Telepermit process in the sense that any products shown to inter-operate with the Nokia DSLAM's used by Telecom will have to meet other operational requirements, such as any signal level/frequency restrictions, EMC and safety requirements, before a Telepermit is formally granted.



1. ADSL CPE: REQUEST FOR INFORMATION

As part of the process of developing a PTC specification for ADSL CPE, Telecom is inviting suppliers of this class of equipment to offer products which are likely to inter-operate with the Nokia-supplied DSLAM's used by Telecom. The aim is to determine Telepermitting requirements for CPE products that will be suitable as additional options for Telecom's M11 modems (also supplied by Nokia and certified by them as inter-operable with their DSLAM).

With such a complex protocol, the testing procedures needed to ensure full inter-operability are also very complex and outside the current range of most testing laboratories. Despite this, Telecom is interested in evaluating any ADSL CPE that complies with the draft ITU Recommendation G992.1 and supports PPP implementations.

Nokia's implementation is now based on the Alcatel chip set and it is understood that other products using this chipset are more likely to provide the necessary level of inter-operability. To assist us in determining suitable inter-operability limits and requirements for our "Jetstream" service, we are interested in checking out a reasonably wide range of ADSL CPE, as categorised below


ADSL Routers (external devices) - For multi - user LAN environments

* Configurable VPI/VCI(s).
* On-board PPP stack.
* NAT/PAT between WAN and LAN.
* On-board DHCP server.
* On-board web-server for configuration.
* DNS relay.
* Optional bridge-mode.



ADSL Bridges (external devices) - For single user environments

* Use of RFC 1483 in bridge mode between the LAN and Telecom BNAS device.
* Transparent learning bridge capability.



ADSL Modems (including Network Interface Cards and USB devices)

* Hardware/OS specific drivers.
* Standard Windows Dial-Up-Networking as PPP client.


Note that the above categories describe only very general requirements for DSL devices. In-depth technical information, including user manuals and cabling options will be required as part of the ongoing analysis process.

As with our Telepermit process, any unpublished or confidential proprietary information supplied will not be disclosed to third parties.

Telecom's aim is to expedite opening the ADSL CPE market, despite our lack of detailed performance and inter-operability specifications, or established testing procedures and certification systems.

2. FURTHER INFORMATION ON TELEPERMIT PROPOSALS FOR ADSL CPE

For connection to the Telecom network, suppliers of ADSL CPE will be required to submit the usual Telepermit documentation, including an electrical safety test report, user manuals, photographs, etc, as outlined in the Telepermit Application form. This documentation is not necessarily required as part of the above initial request for information, but it will be required for Telepermit purposes when we are able to open the market to all comers.

At this stage, our problem is in defining the actual inter-operability requirements.

Suppliers should also note that the Ministry of Economic Development will require the submission of a Declaration of Conformity for this class of product. This can be based on the availability of EMC test reports to CISPR 22, or its direct equivalents. Alternatively, test reports and certificates of compliance to FCC Part 15 are acceptable to the Ministry.

3. OTHER INTER-OPERABILITY CERTIFICATIONS

I would be interested to receive any information that can be provided by ADSL CPE suppliers on overseas inter-operability testing. Our specific need is anything related to overseas testing of products used with Nokia V.5 DSLAM's. However, we are also interested in any procedures that have been set up by independent laboratories and individual manufacturers.

Such information should assist us in determining our Telepermitting requirements, make us aware of any potential incompatibility problems that we will need to look out for, and allow us to focus more on those products which are covered by existing certifications.



4. GENERAL ENQUIRIES

General enquiries may be addressed to Access Standards. While we obviously do not have all the answers at this stage, we will be able to act as a focal point for enquiries and direct them to the appropriate persons in Telecom.
