1 New Staff member for Access Standards

I would like to welcome Bill Dawid to the Access Standards group. Many of you will have dealt with Bill in the past in his various roles in product evaluation and testing in Auckland. More recently he transferred to Wellington with Alcatel-Lucent, where he has been working in the Network Integration Laboratory, and has been instrumental in setting up testing facilities for VoIP phones, and ATAs etc, and has had a close association with Access Standards. Bill brings vast experience of all voice related matters to the group and also ADSL issues.

2 ISDN Basic Rate Access (BRA) – Ericsson AXE

During November 2007, additional ISDN BRA capacity is to be provided in the Telecom Public Switched Telephone Network (PSTN) using Ericsson AXE switches. This additional capacity will only augment ISDN BRA service available from established NEAX telephone exchanges in the Auckland and Wellington local calling areas.

The ISDN BRA Ericsson AXE feature set is available in the new TNA 137document.

AXE and NEAX ISDN BRA are virtually the same and so Telecom marketing will not distinguish between the two products. However, technical differences between the two exchanges will not permit customers to receive a mix of AXE and NEAX ISDN BRA to the one physical site or system. In view of this the following business rules apply:

    For all new connections in the Auckland and Wellington local calling areas ISDN BRA service will be delivered from the AXE.
  • Customers will not have a combination of NEAX or AXE at the same physical address/system.
  • Where customers would like to add circuits to their existing ISDN BRA NEAX service the circuits will be provided from the NEAX 
  • Where customers would like to add circuits to their existing ISDN BRA AXE service they will be provided from the AXE.
  • In-porting other carriers ISDN BRA numbers is not possible on the ISDN BRA AXE.  In these cases customers will receive ISDN BRA service from the NEAX.

Customer Premises Equipment (CPE) Compliance

A specification TNA 137 has been published on the Access Standards website. Telepermits will be granted in the new series PTC 234 for ISDN BRA AXE compatible CPE. The criteria for a PTC 234 Telepermit will be:

  • A compliant ETSI TBR3 test report (Test Reports that call up this standard such as AS/ACIF S.031 will also be acceptable).
  • A compliant AS/NZS60950 (or equivalent) electrical safety test report.
  • A compliant AS/NZS55022 (or equivalent) EMC test report.
  • A clause by clause manufacturer’s statement of compliance or test results against TNA 137.
